Existing law authorizes specified local law enforcement agencies to issue to an applicant a license to carry a concealed firearm if certain requirements are met, including, among others, that the applicant has good cause for the license.
end insertbegin insertThis bill would state that “good cause” for those purposes means facts that distinguish the applicant from the mainstream public and place the applicant in harm’s way.
end insertThe State Civil Service Act requires employment forms used by a state agency to require a person applying for employment to disclose whether the person has entered into an agreement with the state regarding any previous employment with the state and that agreement prohibits that person from seeking or accepting any subsequent employment with the state.
end deleteThis bill would specify that this provision shall not be deemed to require employment forms used by a state agency to require a person applying for employment to disclose whether the person has entered into a settlement agreement that prohibits him or her from seeking or accepting employment with a particular state agency. This bill would also make nonsubstantive changes.

Section 18720.45 of the Government Code is
7amended to read:
Employment forms used by a state agency shall
9require a person applying for employment to disclose whether the
10person has entered into an agreement with the state regarding any
11previous employment with the state that prohibits him or her from
12seeking or accepting all subsequent employment with the state.
13This section shall not be deemed to require employment forms
14used by a state agency to require a person applying for employment
15to disclose whether the person has entered into a settlement
16agreement that prohibits him or her from seeking or accepting
17employment with a particular state
agency.
