Existing law establishes procedures for the reorganization of school districts, including, but not limited to, unifying school districts by consolidating all or part of one or more school districts, as specified.

This bill wouldbegin delete express the Legislature’s intent to enact legislation regarding school district consolidation and unificationend deletebegin insert require the Legislative Analyst’s Office to conduct a study of potential benefits and impacts of school district unification. The bill would specify topics to be included in the studyend insert.

2study of the potential benefits and impacts of school district
3unification. The study shall include, but not necessarily be limited
4to, discussions of all of the following topics:end insert

5(a) The benefits of school district unification for purposes of
6matriculation.

P2    1(b) The benefits of having a uniform school calendar for all
2grade levels.

3(c) The benefits of combined maintenance and operation of
4schools within a unified school district.

5(d) The benefits of school district unification for purposes of
6facilities management.

7(e) The impact of school district unification on overall costs,
8including, but not necessarily limited to, the impacts on certificated
9salary schedules, classified salaries and positions, and certificated
10administrative positions.

11(f) The impact on the application of the local control funding
12formula.

13(g) The short-term and long-term benefits of school district
14unification over periods of 5, 10, and 15 years.

SECTION 1.  

It is the intent of the Legislature to enact
