AB 507, as amended, Olsen. Department of Consumer Affairs: BreEZe system: annual report.
Existing law authorizes the Department of Consumer Affairs to enter into a contract with a vendor for the licensing and enforcement of the BreEZe system, which is a specified integrated, enterprisewide enforcement case management and licensing system, no sooner than 30 days after written notification to certain committees of the Legislature. Existing law requires the amount of contract funds for the system to be consistent with costs approved by the office of the State Chief Information Officer, based on information provided by the department in a specified manner.
This bill would, onbegin delete and after October 1, 2015,end deletebegin insert or before March 1, 2016, or thereafter when available,end insert
require the department to submit an annual report to the Legislature and the Department of Finance that includes, among other things, the department’s plans for implementing the BreEZe system at specified regulatory entities included in the department's’s 3rd phase of the BreEZe implementation project,begin insert when available,end insert including, but not limited to, a timeline for the implementation.begin insert The bill would also require the department to post on its Internet Web site the name of each regulatory entity that is utilizing the BreEZe system once the regulatory entity begins using the BreEZe system.end insert
This bill would declare that it is to take effect immediately as an urgency statute.

The people of the State of California do enact as follows:
Section 210.5 is added to the Business and
2Professions Code, immediately following Section 210, to read:

21(b) The report described in subdivision (a) shall be submitted
22in compliance with Section 9795 of the Government Code.

This act is an urgency statute necessary for the
31immediate preservation of the public peace, health, or safety within
32the meaning of Article IV of the Constitution and shall go into
33immediate effect. The facts constituting the necessity are:
34Because of the circumstances surrounding the implementation
35of the BreEZe system, and in order to ensure that healing arts and
36other professionals are licensed in a timely and efficient manner,
37it is necessary that this act take effect immediately.
