To the Members of the California State Assembly:

I am returning Assembly Bill 567 without my signature.

This bill requires the Board of Equalization to develop and
administer a tax amnesty program for medical cannabis businesses.

While increasing tax compliance among medical marijuana businesses is
important, it is premature to create a tax amnesty before the
regulations that link enforcement to licenses are promulgated. ¦
