Existing law provides that a minor may be adjudged a dependent child or a ward of the juvenile court under specified circumstances. Existing law authorizes the court to place a minor who has been removed from the custody of his or her parent or guardian in foster care, among other placements. Existing law provides for the termination of the juvenile court jurisdiction when the minor reaches a specified age.

This bill would authorize the State Department of Social Services to provide to a person who was previously adjudged a dependent or ward of the juvenile court, was placed in foster care, and whose dependency or wardship has been dismissed, upon request by that person, the information included in the proof of dependency or wardship document, as specified, or any information necessary to provide verification that the person was formerly a dependent or ward of the juvenile court and placed in foster care.

SECTION 1.  

Section 826.8 is added to the Welfare and

826.8.  

Notwithstanding Section 827 and in order to assist with
4establishing eligibility for programs or services, the State
5Department of Social Services may provide to a person who was
6previously adjudged a dependent or ward of the juvenile court,
7was placed in foster care, and whose dependency or wardship has
8been dismissed, upon request by that person, the information
9included in the proof of dependency or wardship document
10described in subparagraph (E) of paragraph (2) of subdivision (e)
11of Section 391, or any information necessary to provide verification
12that the person was formerly a dependent or ward of the juvenile
13court and placed in foster care.

This act is an urgency statute necessary for the
15immediate preservation of the public peace, health, or safety within
16the meaning of Article IV of the Constitution and shall go into
17immediate effect. The facts constituting the necessity are:

18In order to assist persons who were previously adjudged a
19dependent or ward of the juvenile court, placed in foster care, and
20whose dependency or wardship has been dismissed in establishing
21their eligibility for vital programs and services available to them
22as soon as possible, it is necessary that this act take immediate
23effect.
