          SUMMARY: 


          This bill requires the Governor's Office of Business and  
          Economic Development (GO-Biz) to develop a plan to market the  
          business and investment opportunities available in California.   
          The plan shall be developed in partnership with the California

          Travel and Tourism Commission (Visit California).


          FISCAL EFFECT:


          Unknown costs, likely in the millions of dollars, for GO-Biz to  
          develop a marketing plan. The current marking plan for Visit  
          California is $100 million.  The final cost of this bill would  
          be dependent on the marketing strategy, the frequency of the  
          plan and its implementation, the number and location of markets  
          targeted, and the types of media that would be used to deliver  
          the marketing messaging. Costs would also be incurred for plan  
          development and execution of plan deliverables.


          COMMENTS:


          1)Background. GO-Biz serves as the lead state entity for  
            economic strategy and marketing of California on issues  
            relating to business development, private sector investment,  
            and economic growth.   The Office of Tourism within GO-Biz  
            provides for the establishment of the California Travel and  
            Tourism Commission (now known as Visit California) through  
            industry referendum as a nonprofit mutual benefit corporation.  
             The Office of Tourism and Visit California work  
            collaboratively to increase the number of persons traveling to  
            and throughout California.    
          2)Purpose.  According to the author, California struggles with  
            its image as a place for companies to do business. Moreover,  
            news of companies leaving California continues to tarnish the  
            state's image.  This bill will require GO-Biz and Visit  
            California to work together to develop a strategic plan to  
            market the business and investment opportunities available in  
            California.  This plan will encourage business development and  
            investment in the state as well as further improve  
            California's job market and economic recovery.
