The following information is revised to reflect amendments
adopted by the committee on August 27, 2015

Summary: AB 684 would transfer authority for licensing
dispensing opticians from the Medical Board to the Board of
Optometry. The bill would authorize lease agreements between
opticians and optometrists. The bill would prohibit the
enforcement of the existing prohibition on financial
relationships between licensed optometrists and dispensing
opticians until January 1, 2019.
Fiscal
Impact:
Unknown additional costs for the Board of Optometry to assume
licensing and enforcement responsibilities for dispensing
opticians from the Medical Board (State Optometry Fund),
offset by reduced costs to the Medical Board (Contingent Fund
of the Medical Board of California).

Unknown additional enforcement costs for the Board of
Optometry to enforce licensing requirements on dispensing
opticians and optometrists that enter into lease agreements
(State Optometry Fund).

Amendments: Delete the existing provisions of the bill,
transfer authority for licensing dispensing opticians from the
Medical Board to the Board of Optometry, authorize lease
agreements between opticians and optometrists, and prohibit the
enforcement of the existing prohibition on financial
relationships between licensed optometrists and dispensing
opticians until January 1, 2019.
