The following information is revised to reflect amendments
adopted by the committee on August 27, 2015
Bill
Summary: AB 692 would require state agencies to procure at
least three percent of their total bulk transportation fuels
purchases from very low carbon transportation fuel sources by
January 1, 2017, with the amount to increase by one percent
annually until January 1, 2024.
Fiscal
Impact:
Unknown costs, but potentially minor, to the General Fund and
various special funds to the Department of General Services
(DGS) to manage fuel purchases to meet the purchase
requirements.
Potential costs up to $175,000, but likely minor, to the Cost
of Implementation Account (special) to the Air Resources Board

(ARB) to assist state agencies with compliance with the
purchase requirements.
Author
Amendments: Restrict requirements to bulk purchases of fuel and
allow DGS, in consultation with the ARB, to only comply with the
requirement to the extent feasible if it finds that the very low
carbon fuel does not perform adequately or is not available at a
reasonable price in a reasonable period of time.
Committee
Amendments: Delete the ability for the Greenhouse Gas Reduction
Fund to be used to offset any increased costs resulting from the
purchase of very low carbon transportation fuel.
