Under existing law, a person between the ages of 6 and 18 years who is not exempted by law is subject to compulsory full-time education. Existing law excludes a child under 6 years of age from the public schools, subject to specified exceptions.

Existing law requires a school district maintaining a kindergarten to admit a child who will have his or her 5th birthday on or before certain specified dates during that school year. Existing law also requires that a child who will have his or her 6th birthday on or before specified dates be admitted to the first grade of an elementary school.

This bill, beginning with the 2017-18 school year, would require a child to have completed one year of kindergarten before he or she may be admitted to the first grade, thereby imposing a state-mandated local program.

The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.

This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to these statutory provisions.

Existing law authorizes the Regents of the University of California to establish and maintain cooperative endeavors designed to develop and enhance teachers’ subject matter and content knowledge in specified subject matter project areas. Existing law provides goals to be accomplished by the subject matter projects, including, among others, the goal to provide support to teachers to develop and enhance the content knowledge and pedagogical skills necessary to implement State Board of Education standards or curriculum frameworks adopted pursuant to specified provisions, and any subsequently adopted standards or curriculum frameworks.

This bill would explicitly include the Next Generation Science Standards for California Public Schools, Kindergarten through Grade 12, among the listed state board standards and curriculum frameworks that teachers are to receive support for implementing under this subject matter project goal. The bill would also make nonsubstantive changes to these provisions.

13(2) November 1 of the 2012-13 school year.

14(3) October 1 of the 2013-14 school year.

3(b) For good cause, the governing board of a school district may
4permit a child of proper age to be admitted to a class after the first
5school month of the school term.

SECTION 1.  

Section 99200.5 of the Education Code, as
12amended by Section 3 of Chapter 632 of the Statutes of 2011, is
13amended to read:

99200.5.  

The statewide subject matter projectsshall create
15opportunities for researchers, higher education faculty, and
16elementary and secondary school faculty to work together to
17accomplish all of the following:

18(a) Identify exemplary teaching practices.

19(b) Examine and develop research on learning, knowledge, and
20educational materials.

21(c) Provide support to teachers to develop and enhance the
22content knowledge and pedagogical skills necessary to implement
23state board standards or curriculum frameworks adopted pursuant
24to Sections 51226, 60605, 60605.1, 60605.2, 60605.3, and 60605.8,
25and the Next Generation Science Standards for California Public
26Schools, Kindergarten through Grade 12 adopted pursuant to
27former Section 60605.85, and any subsequently adopted standards
28or curriculum frameworks.

29(d) In partnership with the University of California Curriculum
30Integration Institute or other appropriate entities, provide teachers
31with support in the implementation of career-oriented, integrated
32academic and technical courses that meet course requirements for
33admission to the University of California and the California State
34University, and align with high-priority industry sectors as
35determined pursuant to paragraph (4) of subdivision (a) of Section
3699200.
