Existing law establishes the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, as one of the segments of public postsecondary education in this state. Under existing law, the board of governors appoints a chief executive officer, known as the Chancellor of the California Community Colleges.
Existing law requires the Office of the Chancellor of the California Community Colleges, in consultation with the Office of Emergency Services and the Office of Homeland Security, to develop emergency preparedness standards and guidelines to assist community college districts and campuses in the event of a natural disaster, hazardous condition, or terrorist activity, as specified.
This bill would require the chancellor to update these emergency preparedness standards by January 1, 2017, and every 5 years thereafter, and consider including an active shooter response plan, as specified.

The people of the State of California do enact as follows:
Section 71095 of the Education Code is amended

(a) The chancellor’s office, in consultation with the
4Office of Emergency Services and the Office of Homeland

6preparedness standards and guidelines to assist community college
7districts and campuses in the event of a natural disaster, hazardous
8condition, or terrorist activity on or around a community college
9campus.
10(b) The standards and guidelines shall be developed in
11accordance with the Standardized Emergency Management System
12and the National Incident Management System, and shall be
13reviewed by the Office of
Emergency Services in a manner that
14is consistent with existing policy. In developing the standards and
15guidelines, the chancellor’s office shall considerbegin delete, but is not limited begin insert
includingend insert all of the following
16to,end deletebegin delete componentsend delete:
17(1) Information on establishing a campus emergency
18management team.
19(2) Provisions regarding overview training for every employee
20within one year of commencement of employment.
21(3) Information on specialized training for employees who may
22be designated as part of an emergency management team.
23(4) Information on preparedness, prevention, response, recovery,
24and mitigation policies and procedures.
25(5) Information on coordinating with the appropriate local, state,
26and federal government authorities, and nongovernmental entities
27
on comprehensive emergency management and preparedness
28activities.
29(6) A response plan for an active shooter on or around a
30community college campus.
31(c) On or before January 1, 2017, and on or before January 1
32every five years thereafter, the chancellor’s office shall update the
33standards and guidelines developed pursuant to this section.
