AB 767, as amended, Santiago. Community colleges: emergency preparedness standards.
Existing law establishes the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, as one of the segments of public postsecondary education in this state. Under existing law, the board of governors appoints a chief executive officer, known as the Chancellor of the California Community Colleges.
Existing law requires the Office of the Chancellor of the California Community Colleges, in consultation with the Office of Emergencybegin delete Services and the Office of Homeland Security,end deletebegin insert Services,end insert to develop emergency preparedness standards and guidelines to assist community college districts and campuses
in the event of a natural disaster, hazardous condition, or terrorist activity, as specified.
This bill would require the chancellor to update these emergency preparedness standards by January 1, 2017, and every 5 years thereafter, and consider including an active shooter response plan, as specified.

The people of the State of California do enact as follows:
Section 71095 of the Education Code is amended
2to read:
(a) The chancellor’s office, in consultation with the
4Office of Emergencybegin delete Services and the Office of Homeland begin insert Services,end insert shall develop emergency preparedness standards
5Security,end delete
6and guidelines to assist community college districts and campuses
7in the event of a natural disaster, hazardous condition, or terrorist
8activity on or around a community college campus.
9(b) The standards and guidelines shall be developed in
10accordance with the Standardized Emergency Management System
11and the National Incident Management
System, and shall be
12reviewed by the Office of Emergency Services in a manner that
13is consistent with existing policy. In developing the standards and
14guidelines, the chancellor’s office shall consider
including all of
15the following:
16(1) Information on establishing a campus emergency
17management team.
18(2) Provisions regarding overview training for every employee
19within one year of commencement of employment.
20(3) Information on specialized training for employees who may
21be designated as part of an emergency management team.
22(4) Information on preparedness, prevention, response, recovery,
23and mitigation policies and procedures.
24(5) Information on coordinating with the appropriate local, state,
25and federal government authorities, and nongovernmental entities
26
on comprehensive emergency management and preparedness
27activities.
28(6) A response plan for an active shooter on or around a
29community college campus.
30(c) On or before January 1, 2017, and on or before January 1
31every five years thereafter, the chancellor’s office shall update the
32standards and guidelines developed pursuant to this section.
