SUBJECT: Community colleges: emergency preparedness standards
SUMMARY: Requires the California Community Colleges
Chancellor's Office (CCCCO) to update the emergency preparedness
standards. Specifically, this bill:
1)Requires the CCCCO to update its emergency preparedness
standards for all 72 community college districts (CCD) and 112
California Community College (CCC) campuses to include a
response plan for an active shooter on or around a community
college campus.
2)Requires the CCCCO, on or before January 1, 2017, and on or
before January 1 every five years, to update the emergency
standards and guidelines developed, as specified.
3)Makes technical changes to existing law.

EXISTING LAW: Requires the CCCCO, in consultation with the
Office of Emergency Services (OES), to develop emergency
preparedness standards and guidelines to assist CCDs and CCCs in
the event of a natural disaster, hazardous condition, or
terrorist activity on or around a CCC campus; specifies that the
standards and guidelines shall be developed in accordance with
the Standardized Emergency Management System and the National
Incident Management System, and shall be reviewed by OES in a
manner that is consistent with existing policy; and, states, in
developing the standards and guidelines, the CCCCO shall
consider, but is not limited to, all of the following
components: (1) Information on establishing a campus emergency
management team; (2) Provisions regarding overview training for
every employee within one year of commencement of employment;
(3) Information on specialized training for employees who may be
designated as part of an emergency management team; (4)
Information on preparedness, prevention, response, recovery, and
mitigation policies and procedures; and, (5) Information on
coordinating with the appropriate local, state, and federal
government authorities, and nongovernmental entities on
comprehensive emergency management and preparedness activities
(Education Code Section 71095).
FISCAL EFFECT: Unknown
COMMENTS: Background. According to a September 2014 study by
the Federal Bureau of Investigation (FBI), 160 active shooter
incidents were identified between the years 2000 and 2013. The
FBI study found that of the 160 active shooter incidents, nearly
25 percent occurred in educational environments. Additionally,
the study stated that it hopes the numbers will encourage
appropriate "civilians to be engaged in discussions and training
on decisions they would need to make in an active shooter

situation."
Purpose of this measure. According to the author, "With the
number of active shooter incidents on the rise, institutions of
higher education must have a plan in place for such incidents."
This measure will require the CCCCO to include an active shooter
response plan in its CCC emergency preparedness standards and
guidelines.
Committee consideration. The author may wish to consider
specifying that the CCCCO review and update its emergency
standards and guidelines as necessary every five years.
