SUMMARY:
This bill:

1)Requires the California Community Colleges (CCC) Chancellor's
Office emergency preparedness standards and guidelines to
include a response plan for an active shooter on or around a
community college campus.
2)Requires the Chancellor's Office to also update the existing
emergency standards and guidelines by January 1, 2017, and at
least every five years thereafter.
FISCAL EFFECT:
Any costs to the Chancellor's Office would be minor and
absorbable.
COMMENTS:
1)Purpose. According to a September 2014 study by the Federal
Bureau of Investigation (FBI), of 160 active shooter incidents
identified between 2000 and 2013, almost 25% occurred in
educational environments. According to the author, "With the
number of active shooter incidents on the rise, institutions
of higher education must have a plan in place for such
incidents."
2)Prior Legislation. SB 166 (Negrete McLeod)/Chapter 461 of
2007, required the Chancellor's Office to develop emergency
preparedness standards and guidelines to assist community
college campuses in the event of a natural disaster, hazardous

condition, or terrorist activity in or around a campus.
