          SUBJECT:  Director of Technology:  procurement:  training  
          program


          SUMMARY:  Requires the Department of Technology (CalTech), in  
          cooperation with the Department of General Services (DGS), to  
          establish and implement an information technology (IT)  
          procurement training program and curriculum.    Specifically,  
          this bill:  


          1)Specifies that the program and curriculum aim to develop,  
            sustain, and advance participants' competency and skills in  
            complex IT acquisition.


          2)Requires CalTech, in cooperation with DGS, to submit to the  
            Legislature by January 1, 2017 a report on establishing the  
            training program.   


          EXISTING LAW:  


          1)Establishes CalTech within the Government Operations Agency,  
            supervised by the Director, who also serves as the state's

            Chief Information Officer.


          2)Requires CalTech to monitor and oversee state agency IT  
            projects from start to finish.  


          FISCAL EFFECT:  Unknown


          COMMENTS:  This bill requires CalTech, in cooperation with DGS,  
          to establish an IT procurement training program and curriculum  
          geared toward developing participants' skills and competency for  
          conducting complex IT acquisitions.


          Both CalTech and DGS currently offer state employees several  
          training courses related to procurement and IT issues. CalTech's  
          IT Leadership Academy covers IT procurement as part of its  
          curriculum.  Additionally, CalTech offers a two-day Contract  
          Management Training class, which emphasizes the procurement  
          phase of contracting.        


          DGS provides several courses and workshops through its  
          California Procurement & Contracting Academy (Cal-PCA).  
          Cal-PCA's Basic Acquisition Certification Program is a five-day  
          course that includes information about all types of state  
          procurement, including IT procurement.  Cal-PCA also offers an  
          intermediate certification program called Information Technology  
          Request for Proposals.  This four-day course is designed to give  
          state procurement professionals the knowledge and skills to  
          conduct traditional IT procurements that use requests for  
          proposals.


          TechAmerica, the sponsor of this bill, states that creating a  
          training program for complex IT projects will help ensure the  
          success of future IT projects.  According to the author, the

          training required by this bill will help improve the state's  
          performance in implementing state IT projects.


          In addition to requiring the creation of a training program,  
          this bill directs CalTech and DGS to submit information about  
          progress in establishing the training program to the Legislature  
          by January 1, 2017.
