An act to amend Sections 301 and 487 of the Streets and Highways Code, relating to state highways.

Existing law gives the Department of Transportation full possession and control of all state highways. The people of the State of California do enact as follows:

SECTION 1.  

Section 301 of the Streets and Highways Code
2 is amended to read:

301.  

Route 1 is from:

4(a) Route 5 south of San Juan Capistrano to Route 101 near El
5Rio except for the portions of Route 1 relinquished:

6(1) Within the city limits of the City of Dana Point between the
7western edge of the San Juan Creek Bridge and Eastline Road at
8the city limits of the City of Laguna Beach.

9(2) Within the city limits of the City of Newport Beach between
10Jamboree Road and Newport Coast Drive.

11(3) Within the city limits of the City of Santa Monica between
12the southern city limits and Route 10.

13(4) Within the city limits of the City of Oxnard between Pleasant
14Valley Road and Route 101.

15(b) Route 101 at Emma Wood State Beach, 1.3 miles north of
16Route 33, to Route 101, 2.8 miles south of the Ventura-Santa
17Barbara county line at Mobil Pier Undercrossing.

18(c) Route 101 near Las Cruces to Route 101 in Pismo Beach
19via the vicinity of Lompoc, Vandenberg Air Force Base, and
20Guadalupe.

21(d) Route 101 in San Luis Obispo to Route 280 south of San
22Francisco along the coast via Cambria, San Simeon, and Santa
23Cruz.

24(e) Route 280 near the south boundary of the City and County
25of San Francisco to Route 101 near the approach to the Golden
26Gate Bridge in San Francisco.

27(f) Route 101 near the southerly end of Marin Peninsula to Route
28101 near Leggett via the coast route through Jenner and Westport.

29(g) The relinquished former portions of Route 1 within the Cities
30of Dana Point, Newport Beach, Santa Monica, and Oxnard are not
31state highways and are not eligible for adoption under Section 81.
32For those relinquished former portions of Route 1, the Cities of
33Dana Point, Newport Beach, Santa Monica, and Oxnard shall
34maintain within their respective jurisdictions signs directing
35motorists to the continuation of Route 1. The City of Newport
36Beach shall ensure the continuity of traffic flow on the relinquished
37portions of Route 1 within its jurisdiction, including, but not limited
38to, any traffic signal progression.

P3    1(h) Upon a determination by the commission that it is in the
2best interest of the state to do so, the commission may, upon terms
3and conditions approved by it, relinquish to the City of Los Angeles
4the portion of Route 1 within the city between the southern city
5limit of the City of Santa Monica (approximately postmile 33.3)
6and Route 105 (approximately postmile 25.9), if the department
7and the City of Los Angeles enter into an agreement providing for
8that relinquishment. The following conditions shall apply upon
9relinquishment:

10(1) The relinquishment shall become effective on the date
11following the county recorder’s recordation of the relinquishment
12resolution containing the commission’s approval of the terms and
13conditions of the relinquishment.

14(2) On and after the effective date of the relinquishment, the
15relinquished portion of Route 1 shall cease to be a state highway.

16(3) The portion of Route 1 relinquished under this subdivision
17shall be ineligible for future adoption under Section 81.

18(4) The City of Los Angeles shall ensure the continuity of traffic
19flow on the relinquished portion of Route 1, including any traffic
20signal progression, to the extent applicable.

21(5) For the portion of Route 1 relinquished under this
22subdivision, the City of Los Angeles shall install and maintain
23within its jurisdiction, signs directing motorists to the continuation
24of Route 1 to the extent deemed necessary by the department.

SEC. 2.  

Section 487 of the Streets and Highways Code is
26amended to read:

487.  

(a) Route 187 is from Lincoln Boulevard to Route 10 via
28Venicebegin delete Boulevard; provided that, prior to the construction of any
29portion of this highway, the City of Los Angeles shall furnish to
30the State of California without charge all right-of-way necessary
31for that portion and the City of Los Angeles and the County of Los
32Angeles shall enter into a cooperative agreement with the
33department wherein the city and the county agree to pay one-half
34the cost of plans and construction.end delete

35(b) Upon a determination by the commission that it is in the
36 best interest of the state to do so, the commission may, upon terms
37and conditions approved by it, relinquish to the City of Los Angeles
38Route 187 within the city between the route’s western terminus at
39Lincoln Boulevard (approximately postmile 3.5) and its eastern
40terminus at Cadillac Avenue near Route 10 (approximately
P4    1postmile 8.9), if the department and the city enter into an agreement
2providing for that relinquishment. The following conditions shall
3apply upon relinquishment:

4(1) The relinquishment shall become effective on the date
5following the county recorder’s recordation of the relinquishment
6resolution containing the commission’s approval of the terms and
7conditions of the relinquishment.

8(2) On and after the effective date of the relinquishment, Route
9187 shall cease to be a state highway.

10(3) Route 187, as relinquished under this subdivision, shall be
11ineligible for future adoption under Section 81.
