Under existing law, the University of California, under the administration of the Regents of the University of California, is one of the segments of public postsecondary education in this state. Under existing law, the regents have all the powers necessary or convenient for the administration of the university, including the power to employ officers and employees of the university, but are subject to such legislative control as may be necessary to ensure the security of university funds.

This bill would express findings and declarations of the Legislature relating to salaries paid to some officers and employees of the University of California.begin delete Theend deletebegin insert As a condition of the receipt of state funding in the annual Budget Act, theend insert bill would prohibit the University of Californiabegin delete, as a condition of the receipt of state funding in the annual Budget Act,end delete from paying any of its employees or officers a salary that exceeds $500,000 in any fiscal yearbegin insert, and would require the University of California to publish specified information regarding its employeesend insert.

The people of the State of California do enact as follows:

SECTION 1.  

The Legislature finds and declares both of the
2following:

3(a) The California Constitution states that the University of
4California is subject to such legislative control as may be necessary
5to ensure the security of its funds.

6(b) There is substantial public concern about the high salaries
7paid, out of taxpayer dollars, to some University of California
8officers and employees.

SEC. 2.  

Section 92611.3 is added to the Education Code, to
10read:

92611.3.  

As a condition of the receipt of state funding in the
12annual Budget Act, the University of California shall not pay any
13of its employees or officers a salary that exceeds five hundred
14thousand dollars ($500,000) in any fiscal year.

As a condition of the receipt of state funding in the
18annual Budget Act, the University of California shall comply with
19all of the following:

20(a) Publish, commencing on or before February 1, 2016, and
21by every February 1 thereafter, the following information
22regarding each University of California employee for the prior
23calendar year ending December 31:

24(1) Calendar year.

25(2) Location of employment.

26(3) Original date of hire.

27(4) First and last name.

28(5) Title of employment.

29(6) Regular pay, overtime pay, gross pay, and other pay.

30(7) Cost of employer-paid defined benefit plan contributions.

31(8) Cost of employer-paid contributions to deferred
32compensation other than defined benefit plan contributions.

33(9) Cost of employer-paid contributions toward medical, health,
34or welfare benefits, or any combination of benefits thereof.

35(10) Total annual cost of employer-paid contributions toward
36deferred compensation and medical, health, or welfare benefits.

37(11) All sources of funding for compensation costs in dollar
38amounts by funding source.

2(13) The three-character Occupational Subgroup Category
3Code if the employee is nonacademic staff, or the three-character
4Class Title Outline Code if the employee is academic staff.

5(b) Publish, for April and October of each year, statistical
6summary information that includes the total headcount and the
7total full-time equivalent count of University of California
8employees at each campus. These statistical summaries shall
9include a breakdown showing the number of employees in each
10single-character and three-character Occupational Subgroup
11Category Code for nonacademic staff within each personnel group,
12and the number of employees in each single-character and
13three-character Class Title Outline Code for academic staff within
14each personnel group.

15(c) Publish all of the information required by this section on a
16publically accessible Internet Web site and the information shall
17be downloadable from that Internet Web site in either a comma
18delimited or Microsoft Excel format.
