8useful in reducing or preventing plant or animal damage due to
9pests or diseases.
10(b) The department shall not engage in the production of
11beneficial organisms when those
organisms are available in
12sufficient amounts for purchase from commercial sources.
Section 409 of the Food and Agricultural Code is
15amended to read:
(a) Notwithstanding any other law, the department by
17rule or regulation may provide for the issuance and renewal on a
18two-year basis of licenses, certificates of registration, or other

2or any division, office, or other entity within
the department.
3(b) The department may, by rule or regulation, set the fee for a
4two-year license, certificate of registration, or other indicia, not to
5exceed twice the annual fee for issuance or renewal set by statute.
