The following information is revised to reflect amendments
adopted by the committee on August 27, 2015
Bill
Summary: AB 870 would require the Department of Housing and
Community Development (HCD) to establish and administer a
program to provide grants to counties or private nonprofit
organizations with a demonstrated high funding need for rapid
re-housing programs. The program would be established upon
appropriation of funds in the Budget Act for this purpose, and
would sunset on July 1, 2018.
Fiscal
Impact:
General Fund cost pressures of approximately $2 million over
two fiscal years. To the extent funds are appropriated for
purposes of the pilot program, HCD would allocate equal
amounts to each of the four participating entities, after
subtracting administrative costs.

To the extent funds are appropriated, HCD would incur one-time
costs of approximately $50,000 for 1/2 PY of staff time to
develop and adopt guidelines for the selection of
participating entities, and ongoing costs of approximately
$30,000 annually for 1/4 PY of staff time for monitoring costs
over several years. These costs would be subtracted from the
appropriated amount prior to distribution of funds to
participating entities. (General Fund)
Committee
Amendments:
Delete the $2 million General Fund appropriation, and
provisions specifying maximum amounts that would be used for
the pilot program each year.
Make the establishment of the program contingent upon
appropriation of funds in the annual Budget Act.
Revise the sunset date from January 1, 2018 to July 1, 2018.
