The Dental Practice Act provides for the licensure and regulation of persons engaged in the practice of dentistry by the Dental Board of California, and prohibits the practice of dentistry by any person without a valid license, except in certain circumstances.
This bill would additionally exempt from that prohibition the practice of dentistry, as specified and as approved by the board, by a final year student without compensation or expectation of compensation and under the supervision of a licensed dentistbegin delete in a free clinic.end deletebegin insert with a faculty appointment at a sponsored event, as defined.end insert

The people of the State of California do enact as follows:
Section 1626.6 is added to the Business and
2Professions Code, to read:
(a) (1) In addition to the exemptions set forth in
4Section 1626, the practice of dentistry by a final year student
5rendered or performed without compensation or expectation of
6compensation under the supervision of a licensed dentistbegin delete in a free begin insert with a faculty appointmentend insertbegin insert at a sponsored event,end insert is exempt
7clinicend delete
8from the operation of this chapter.
9(2) The practice of dentistry exempted by
paragraph (1) only
10includes those operations, approved by the board, that arebegin delete described
11in the exemption provided in subdivision (b) of Section 1626 andend delete
12 rendered or performed under the samebegin delete supervisory conditions.end delete

15(b) For purposes of this section, all of the following shall apply:
16(1) “Free clinic” means a clinic as defined in Section 1200 of
17the Health and Safety Code where there are no charges directly to
18the patient for services rendered or for drugs, medicines,
19appliances, or apparatuses furnished, including, but not limited to,
20a free clinic as defined in subparagraph (B) of paragraph (1) of
21subdivision (a) of Section 1204 of the Health and Safety Code.

24her final year of completion at a dental school approved by the
25board.

28chapter.
29(3) “Sponsored event” means an event, not to exceed 10
30calendar days, administered by a sponsoring entity or a
local
31governmental entity, or both, through which health care is provided
32to the public without compensation, or expectation of
33compensation.
34(4) “Sponsoring entity” means a nonprofit organization
35pursuant to Section 501(c)(3) of the Internal Revenue Code, or a
36community-based organization.
