SUMMARY:
This bill authorizes the California Military Department
(department) to establish a Work for Warriors (WFW) program, to
provide direct placement job services to service members,
department youth program graduates, veterans and their families,

authorizes acceptance of federal funds, and requires the
department to adopt regulations and rules as necessary to
implement the program.
FISCAL EFFECT:
Minor absorbable cost (GF/FF) to the department to adopt any
necessary regulations, rules and guidelines, if it adopts the
permissive program.
No additional costs have been identified for this permissive
program. The Assembly has funded the state portion at
approximately $600,000 for three years. Federal Funds have
provided $1 million for two years. AB 930 authorizes the
department to accept federal funds; if federal funds are no
longer available, the department will scale-down the program.
COMMENTS:
1)Background. The WFW program was established in 2012 pursuant
to an interagency agreement with the Assembly. The WFW
program provides direct-placement employment services to
California's veterans, military spouses, and dependents. The
author indicates the program has placed more than 3,900
veterans in new careers.
2)Purpose. This bill codifies an existing program established
pursuant to an interagency agreement. According to the
author, "Due to the downsizing of the United States Armed
Forces, the number of veterans entering the workforce is
increasing. The WFW program is a key resource for veterans
leaving active duty and transitioning to private sector
employment in California."

"Over 250 leading businesses in the state are partnered with
the Work for Warriors program. These companies understand the
benefit of hiring a veteran, as they receive employees that
are disciplined, selfless leaders."
