Existing law authorizes a state agency to apply to the Department of Motor Vehicles (DMV) to sponsor a specialized license plate program, and requires the DMV to issue those license plates if the agency receives 7,500 applications within a 12 month period, among other requirements. Existing law requires those license plates to have a design or contain a message that publicizes or promotes the state agency, or the official policy, mission, or work of the state agency. Existing law requires the DMV to charge certain additional fees for specialized license plates and deposit those fees in the Specialized License Plate Fund for allocation to the sponsoring agency, as specified.

The bill would require the revenue generated from the license plates, as specified, to be deposited in the California State Parks Account created by the bill in the Specialized License Plate Fund, for use, upon appropriation by the Legislature to the California State Parks Office of Grants and Local Services, for funding local parks and recreation grant programs.end insert

The people of the State of California do enact as follows:
Section 5165 is added to the Vehicle Code, to

5a professional sports franchise license plate program.begin insert The

issue specialized license plates for that program
7if the Department of Parks and Recreation complies with the
8requirements of Section 5156.end insert
9(2) Notwithstanding subdivision (b) of Section 5156, the
10department shall establish the specialized license plate program
11if the Department of Parks and Recreation obtains 7,500
12applications for the specialized license plates on or before January
131, 2018, and meets the other requirements of this article.
14(b) Notwithstanding Section 5154, the Department of Parks and
15Recreation shall accept and use the officially licensed logos,
16emblems, and trademarks provided by California professional
17sports franchises for the license plate.
18(b) Notwithstanding Section 5154, a license plate issued
19pursuant to this section shall bear the officially licensed logo,
20emblem, or trademark of a professional sports franchise.
21(c) Notwithstanding subdivision (c) of Section 5157, the
22additional fees prescribed by Section 5157 for the issuance,
23renewal, or transfer of the specialized license plates shall be
24deposited, after the department deducts its administrative costs,
25in the California State Parks Account, which is hereby created in
26the Specialized License Plate Fund. The funds in the account shall
27be used, upon appropriation by the Legislature to the California
28State Parks Office of Grants and Local Services, for funding local
29parks and recreation grant programs.
30(d) It is the intent of the Legislature that the department, in
31consultation with the Department of Parks and Recreation, will
P3 1accept and make available pursuant to this article special
2professional sports franchise license plates.
Specifically, it is the
3intent of the Legislature that the license plates issued pursuant to
4this section shall consist of a sports franchise logo, emblem, or
5trademark selected by the registrant to the left of the numerical
6series.
7(c) Notwithstanding subdivision (b) of Section 5156, the
8department shall establish the specialized license plate program if
9the ____ obtains 7,500 applications for the specialized license
10plates on or before January 1, 2018, and meets the other
11requirements of this article.
