Under existing law the Department of General Services has various duties relating to state property.
end insertbegin insertThis bill would require the Department of General Services, with the consent of the Department of Transportation, to relinquish specified property in the City of Los Angeles for use by the City of Los Angeles Department of Parks and Recreation as a park, as specified.

The people of the State of California do enact as follows:

(a) Notwithstanding Section 14670, the Department
2of General Services shall, upon terms and conditions in the best
3interest of the state, relinquish vacant real property in Los Angeles
4geographically bounded by North Gaffey Street on the west, the
5110 Freeway South Terminus on the southeast, and the Vincent
6Thomas Bridge/CA47 S off ramp on the north, to be determined
7and consented by the Department of Transportation for use by the
8City of Los Angeles Department of Parks and Recreation as a
9park. The park shall be operated for the benefit of the general
10public.
11(b) The Department of General Services shall relinquish the
12property described in subdivision (a) in “as is” condition. The
13contract shall provide that the City of Los Angeles shall
be fully
14responsible for the maintenance and operation of the property in
15a manner that does not become a public nuisance to the community.
16The state shall not have any liability for any improvement,
17construction, operation, or maintenance of the park or park
18facilities.
The Legislature finds and declares that a special law
20is necessary and that a general law cannot be made applicable
21within the meaning of Section 16 of Article IV of the California
22Constitution because of the unique circumstances applicable to
23the relinquishment of vacant land in Los Angeles.
It is the intent of the Legislature to enact
25legislation to authorize the sale of state property to a city or county.
