Existing law requires the Public Utilities Commission, on or before January 1, 2010, and biennially thereafter, in consultation with the Independent System Operator and the State Energy Resources Conservation and Development Commission, to study, and submit a report to the Legislature and the Governor on, the impacts of distributed energy generation on the state’s distribution and transmission grid.

This bill would instead require the report to be submitted annually to the Legislature. The bill would require the commission, in consultation with the California Workforce Investment Board and the Employment Training Panel, to include in the report an evaluation of the current use of, and opportunities for, green workforce training programs relating to the deployment of distributed energy resources.

The California Alternative Energy and Advanced Transportation Financing Authority Act establishes the California Alternative Energy and Advanced Transportation Financing Authority to provide financial assistance for projects that promote the use of alternative energies. The act makes various findings and declarations.

(a) On or before January 1, 2010, andbegin delete bienniallyend delete

the impacts of distributed energy generation on the state’s
9distribution and transmission grid. The study shall evaluate all of
10the following:

11(1) Reliability and transmission issues related to connecting
12distributed energy generation to the local distribution networks
13and regional grid.

14(2) Issues related to grid reliability and operation, including
15interconnection, and the position of federal and state regulators
16toward distributed energy accessibility.

17(3) The effect on overall grid operation of various distributed
18energy generation sources.

19(4) Barriers affecting the connection of distributed energy to
20the state’s grid.

21(5) Emerging technologies related to distributed energy
22generation interconnection.

23(6) Interconnection issues that may arise for the Independent
24System Operator and local distribution companies.

25(7) The effect on peak demand for electricity.

26(b) In addition, the commission shall specifically assess the
27impacts of the California Solar Initiative program, specified in
28Section 2851 and Section 25783 of the Public Resources Code,
29the self-generation incentive program authorized by Section 379.6,
30and the net energy metering pilot program authorized by Section
312827.9.

SECTION 1.  

Section 26001 of the Public Resources Code is
8amended to read:

26001.  

The Legislature hereby finds and declares both of the
10following:

11(a) It is essential that California, in cooperation with the federal
12government, use all practical and commercially feasible means to
13promote the prompt and efficient development of energy sources
14that are renewable or that more efficiently utilize and conserve
15scarce energy resources.

16(b) The promotion of sustainable and renewable energy sources,
17implementation of measures that increase the efficiency of the use
18of energy, and advanced transportation technologies that reduce
19the degradation of the environment, lessen the state’s dependence
20on fossil fuels, and protect the health, welfare, and safety of the
21people of California are in the public interest and serve a public
22purpose.
