          SUMMARY:


          This bill requires the University of California (UC) and the  
          California State University (CSU), in consultation with the  
          California Energy Commission (CEC) and the Public Utilities  
          Commission (PUC), to expand their partnership with the

          investor-owned utilities and to include those publicly-owned  
          utilities requested by the CEC to participate and choose to  
          participate. 


          The bill also requires UC and CSU to report to the applicable  
          utilities the annual reduction in emissions of greenhouse gases  
          as a result project undertaken under the expanded partnership.


          FISCAL EFFECT:


          To the extent expansion of these partnerships provides  
          opportunities for UC and CSU campuses to undertake energy  
          efficiency measures in the territories of the publicly-owned  
          utilities, the segments will realize ongoing cost savings. Any  
          administrative costs to UC or CSU and to the CEC will be minor  
          and absorbable.


          COMMENTS:


          Background and Purpose. According to the author, UC and CSU  
          currently participate in the Energy Efficiency Partnership with  
          California's large investor-owned utilities (IOUs). This  
          Partnership was established in 2004 as a framework for providing  
          energy efficiency resources for UC and CSU campuses. UC has  
          received a total of $63.6 million in incentives from utilities  
          as part of the program, and has saved more than 265 million  
          kilowatt-hours/year and 14.4 million therms/year.


          This bill will allow those UC and CSU campuses not located  
          within the territories of the IOUs-UCLA, UC Riverside, and the  
          UC Davis Medical Center and the CSUs in Los Angeles, Northridge,  
          Sacramento, and Stanislaus-to participate in this program.
