SUMMARY: Requires the State Board of Education (SBE), by January
31, 2017, to consider revising the template for the local control

and accountability plan (LCAP) to include a section or appendix
sufficient to monitor actual progress on outcomes related to the
evaluation rubric adopted by the SBE. Also requires each school
district and county office of education (COE) to post on its
Internet Web site its populated evaluation rubric, if available.
FISCAL EFFECT: According to the Assembly Appropriations
Committee:
1)General Fund administrative costs to COE and SBE staff of
approximately $70,000 to revise the LCAP template and the
instructions to the template. These costs include legal review,
stakeholder and public meetings, and technology services
workload related to revising the LCAP electronic template.
2)Unknown, likely minor, Proposition 98 (1988)/General Fund
reimbursable state mandated costs for school districts and COEs
to post the populated evaluation rubric on the district or COE's
website, to the extent a website is available.
COMMENTS: LCAPs and the evaluation rubrics provide accountability
under the local control funding formula (LCFF). School districts
and COEs are required to identify specific performance goals in
their LCAPs, then, in the updated LCAP for the subsequent year,
report on the extent to which they achieved the prior year goals.
Existing law requires each district and COE to develop its LCAP
using the SBE-adopted template and post it on its Internet Web
site, if it has one. Meanwhile, the SBE is required to adopt
standards for achievement and expectations for improvement in each
of the eight state priorities. However, the goals in each LCAP
are locally set and need not reflect the state level standards and
expectations adopted by the SBE.
This bill requires the SBE, by January 31, 2017, to consider a
revision to the LCAP template to include a section or appendix to
monitor each district's or COEs progress with respect to the

SBE-adopted standards and expectations for improvement. If the
SBE adopts such a revision, then the LCAP of each district and COE
will reflect how well it has performed relative to state goals as
well as to its own locally-set goals.
Existing law provides that LEAs may use the evaluation rubrics for
self-assessment and in identifying schools and districts in need
of technical assistance. Accordingly, there is no requirement
that districts or COEs use the evaluation rubrics on a routine,
annual basis to monitor their performance. This bill provides
that, if available, a school district or COE shall post its
populated evaluation rubric on its Internet Web site. If the SBE
revises the LCAP template to include this information, then this
provision would be redundant, because LCAPs are already required
to be posted online.
