Existing law gives the Department of Transportation full possession and control of the state highways. Existing law requires the department to prepare a state highway operation and protection program for the expenditure of transportation funds for major capital improvements that are necessary to preserve and protect the state highway system.
This bill would require thebegin delete department to develop performance measures,end deletebegin insert department,end insert in consultation with specified entities, tobegin delete establishend deletebegin insert conductend insert
anbegin insert annualend insert evaluation and rating of the overall quality of the state highwaybegin delete system,end deletebegin insert system and end insertbegin insertthe resources needed to provide a system in good repair,end insert and would require a report to specified committees of the Legislature in that regard annually until 2020. The bill would also require the department to post the report on its Internet Web site.

provide a system in good repair.end insert Thebegin delete measuresend delete

evaluationend insert shall demonstrate how resource, staffing, and
8programming decisions impact the overall condition of the state
9highway system. Thebegin delete measuresend deletebegin insert evaluationend insert shall address the number
10of distressed lane miles, bridge conditions, and life cycle costs.
11begin insert The evaluation shall also include, but not be limited to, all of the
12following:end insert
13(1) The rating of the state’s urban interstate lane miles,
14measured according to the International Roughness Index, and
15the schedule and resources needed to bring at least 90 percent of
16the lane miles
rated less than 170 (the federal rating of poor
17condition) into good condition.
18(2) The rating of the state’s rural interstate lane miles, measured
19according to the International Roughness Index, and the schedule
20and resources needed to bring at least 95 percent of the lane miles
21rated less than 170 (the federal rating of poor condition) into good
22condition.
23(3) The percentage of lane miles on the state freeways and
24highways that are distressed lane miles and the schedule and
25resources needed to bring the percentage of distressed lane miles
26to 5 percent or less.
27(4) The schedule and resources needed to bring the pavement
28level of service to the well-maintained pavement level for 95
29percent or more of the lane miles on the state freeways and
30highways.
31(5) The percentage of the state’s bridges that achieve a bridge
32health index (BHI) rating of at least 94, the percentage of bridges
33with a BHI
rating of 80 or lower, and the schedule and resources
34needed to perform bridge maintenance and capital repairs to
35ensure that all of the state’s bridges achieve a BHI rating of at
36least 94.
37(6) The number of the state’s bridges that are structurally
38deficient or functionally obsolete under federal standards and the
P3 1schedule and resources needed to ensure that no more than 10
2percent of the state’s bridges are structurally deficient or
3functionally obsolete.
4(b) Inbegin delete developing the performance measuresend deletebegin insert
conducting the
5evaluationend insert specified in subdivision (a), the department shall consult
6with the following:
7(1) The commission.
8(2) Regional transportation agencies.
9(3) County transportation agencies.
10(4) The Institute of Transportation Studies at the University of
11California.
12(5) Departments of transportation from other states.

13(c) The department shallbegin delete report annually,end deletebegin insert provide the evaluation
14and rating specified in subdivision (a) in an annual report,end insert on or
15before March 31,begin delete on its activities and findings under this sectionend delete
16 to the Assembly Committee on Transportation and the Senate
17Committee on Transportation and Housing. The report shall also
18be posted on the department’s Internet Web site.
19(d) The requirement for submitting a report imposed under
20subdivision (c) is inoperative after March 31, 2020, pursuant to
21Section 10231.5.
