An act to amend Sections 33530 and 33532 of the Education Code, relating to the Instructional Quality Commission.

Existing law establishes the Instructional Quality Commission consisting of certain members, including 13 public members appointed by the State Board of Education. Existing law provides that commission members are required to serve for 4-year terms and may not serve more than one full term.

This bill would expand the public membership of the commission appointed by the state board to 15 members, and would encourage at least 2 of those members to be pupils members. The bill would provide that a pupil member of the commission shall serve a one-year term and shall not be eligible to serve more than one full term. The bill would also make nonsubstantive changes to these provisions.

SECTION 1.  

Section 33530 of the Education Code is amended

33530.  

(a) There is in the state government the Instructional
2Quality Commission consisting of a Member of the Assembly
3appointed by the Speaker of the Assembly, a Member of the Senate
4appointed by the Senate Committee on Rules, one public member
5appointed by the Speaker of the Assembly, one public member
6appointed by the Senate Committee on Rules, one public member
7appointed by the Governor, andbegin delete 13end deletebegin insert 15end insert public members appointed
8by the state board upon the recommendation of the Superintendent
9or the members of the state board.

10(b) So far as is practical and consistent with the duties assigned
11to the commission by the state board, at least 7 of thebegin delete 13end deletebegin insert 15end insert public
12members appointed by the state board shall be persons, who
13because they have taught, written, or lectured on the subject matter
14fields specified in Section 33533, in the course of public or private
15employment, have become recognized authorities or experienced
16practitioners in those fields. The state board shall make its
17appointments to ensure that, at any one time, at least seven of the
18public members shall be current classroom teachers, or mentor
19teachers, or both assigned to teach kindergarten or any of grades
201 to 12, inclusive.

21(c) Notwithstanding the requirement that seven of the public
22members shall be current classroom teachers or mentor teachers,
23current members of the commission who were appointed on or
24before December 31, 1989, shall be allowed to complete their
25terms.

26(d) In making the remaining appointments to the commission,
27and in establishing the commission’s advisory task forces or
28committees, the state board is encouraged to consider the role of
29other representatives of the educational community in the
30development of curriculum and instructional materials, including,
31but not limited to, administrators, governing school board members,

33and types of school districts in California.

34(e) The state board is encouraged to include two pupils among

Section 33532 of the Education Code is amended to
