Existing law establishes the Instructional Quality Commission consisting of certain members, including 13 public members appointed by the State Board of Education.begin insert Existing law requires the state board to make its appointments to ensure that, at any one time, 7 of the public members are current classroom or mentor teachers, as specified.end insert Existing law provides that commission members are required to serve for 4-year terms and may not serve more than one full term.

The people of the State of California do enact as follows:
Section 33530 of the Education Code is amended
2to read:
(a) There is in the state government the Instructional
4Quality Commission consisting of a Member of the Assembly
5appointed by the Speaker of the Assembly, a Member of the Senate
6appointed by the Senate Committee on Rules, one public member
7appointed by the Speaker of the Assembly, one public member
8appointed by the Senate Committee on Rules, one public member
9appointed by the Governor, andbegin delete 15end deletebegin insert 14end insert public members appointed
10by the state board upon the recommendation of the Superintendent
11or the members of the state board.
12(b) So
far as is practical and consistent with the duties assigned
13to the commission by the state board, at leastbegin delete 7end deletebegin insert eightend insert of thebegin delete 15end deletebegin insert 14end insert
14 public members appointed by the state board shall be persons, who
15because they have taught, written, or lectured on the subject matter
16fields specified in Section 33533, in the course of public or private
17employment, have become recognized authorities or experienced
18practitioners in those fields. The state board shall make its
19appointments to ensure that, at any one time, at leastbegin delete sevenend deletebegin insert
eightend insert
20 of the public members shall be current classroom teachers, or
21mentor teachers, or both assigned to teach kindergarten or any of
22grades 1 to 12, inclusive.
23(c) Notwithstanding the requirement thatbegin delete sevenend deletebegin insert eightend insert of the
24public members shall be current classroom teachers or mentor
25teachers, current members of the commission who were appointed
26on or before December 31,begin delete 1989,end deletebegin insert 2015,end insert shall be allowed to
27complete their terms.
28(d) (1) So far as practical and consistent with the duties
29assigned to the commission by the state board, one of the 14 public
30members shall be a pupil.
31(2) Notwithstanding Section 1020 of the Government Code, the
32pupil member shall be, at the time the member’s one-year term
33commences, a pupil enrolled in good standing in a public high
34school.

appointments to the commission,
2and in establishing the commission’s advisory task forces or
3committees, the state board is encouraged to consider the role of
4other representatives of the educational community in the
5development of curriculum and instructional materials, including,
6but not limited to, administrators, governing school board members,
7begin delete pupils,end delete and parents who are reflective of the various ethnic groups
8and types of school districts in California.
9(e) The state board is encouraged to include two pupils among
10the 15 public members appointed by the state
board.
Section 33532 of the Education Code is amended to
12read:
(a) (1) Except as provided in paragraph (2), each
14commission member shall serve for a four-year term and shall not
15be eligible to serve more than one full term. Prior service on the
16commission for a term of less than three years resulting from an
17initial appointment or an appointment for the remainder of an
18unexpired term shall not be counted as a full term.
19(2) A pupil member of the commission shall servebegin insert forend insert a one-year
20term and shall not be eligible to serve more than one full term.begin insert
The
21pupil member shall be a voting member with the full rights and
22duties of the other members of the commission.end insert
23(b) With respect to the appointment of 13 public members by
24the state board to the first commission, four shall be appointed for
25terms of two years, four shall be appointed for terms of three years,
26and five shall be appointed for a term of four years.
