   An act to add Section 69432.2 to the Education Code, relating to
postsecondary education.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 1224, as introduced, Baker. Postsecondary education: Cal Grant
awards.
   The Cal Grant Program establishes the Cal Grant A and B
Entitlement awards, the California Community College Transfer
Entitlement awards, the Competitive Cal Grant A and B awards, the Cal
Grant C award, and the Cal Grant T award under the administration of
the Student Aid Commission, and establishes eligibility requirements
for awards under these programs for participating students attending
qualifying institutions.
   This bill would require, for the 2016-17 academic year, and every
year thereafter, the commission to cap individual Cal Grant A and B
Entitlement awards, California Community College Transfer Entitlement
awards, and Competitive Cal Grant A and B awards at a specified
amount, and would authorize the commission to annually adjust that
amount to reflect changes in the Consumer Price Index, as calculated
by the United States Bureau of Labor Statistics.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 69432.2 is added to the Education Code, to
read:
   69432.2.  (a) For the 2016-17 academic year, and every academic
year thereafter, the commission shall cap each Cal Grant recipient's
award under the Cal Grant A Entitlement Program pursuant to Article 2
(commencing with Section 69434), the Cal Grant B Entitlement Program
pursuant to Article 3 (commencing with Section 69435), the
California Community College Transfer Cal Grant Entitlement Program
pursuant to Article 4 (commencing with Section 69436), and
Competitive Cal Grant A and B awards pursuant to Article 5
(commencing with Section 69437) at an amount not to exceed the lesser
of the following:
    (1) The total cost of the recipient's tuition at a qualified
institution.
   (2) Ten thousand dollars ($10,000).
   (b) The California Student Aid Commission may annually adjust the
amount determined pursuant to subdivision (a) to reflect changes in
the Consumer Price Index, as calculated by the United States Bureau
of Labor Statistics.
