SUMMARY:
This bill updates and conforms state workforce development laws
required by the federal Workforce Innovation and Opportunity Act

(WIOA).
FISCAL EFFECT:
No additional state costs. This bill conforms to federal law;
therefore, no additional local reimbursable mandated costs are
incurred.
COMMENTS:
1)Purpose. The federal Workforce Innovation and Opportunity Act
(WIOA) was signed into law in 2014 and generally takes effect
July 2015. Individual State Unified Plans and Common
Performance Accountability provisions take effect July 2016.
The federal WIOA supersedes the Workforce Investment Act of
1998 and amends the Adult Education and Family Literacy Act,
the Wagner-Peyser Act and the Rehabilitation Act of 1973.
Federal WIOA also authorizes the Job Corps, YouthBuild, Indian
and Native Americans, and Migrant Seasonal Farmworker
programs, in addition to the core programs.
The new federal WIOA modernizes workforce development systems
bringing together and enhancing several key employment,
education, and training programs. WIOA also seeks to make the
workforce system more comprehensive in its approach to service
delivery and more responsive to the demands of our economy.
2)WIOA funding. California will receive approximately $391
million from the federal government in Program Year 2014-15,
$356.3 million is allocated to the local workforce investment
boards to provide services for adults, laid-off workers, and
youth, and $34.5 million is for state level activities such as
program oversight and discretionary programs.

3)Related legislation. AB 1507 (Committee on Labor), pending in
this committee, also updates and conforms state law to the
federal WIOA. Each bill updates different portions of state
law. The bills are not in conflict.
