AB 1281, as introduced, Wilk. Regulations: legislative review.
The Administrative Procedure Act governs the procedure for the adoption, amendment, or repeal of regulations by state agencies and for the review of those regulatory actions by the Office of Administrative Law.
This bill, whenever 25% of the Members of the Assembly or Senate transmit to the Governor their written declaration of opposition to a proposed regulation, would require a majority vote of the Assembly and Senate to adopt that regulation.

The people of the State of California do enact as follows:
Section 11346.01 is added to the Government
2Code, to read:
Notwithstanding any other law, when 25 percent of
4the Members of the Assembly or Senate transmit to the Governor
5their written declaration of opposition to a proposed regulation,
P2 1adoption of the regulation shall require a majority vote of the
2Assembly and Senate.
