Existing law establishes thebegin delete Legislative Analyst’s Office (LAO) in state governmentend deletebegin insert Commission on Peace Officer Standards and Training in the Department of Justiceend insert and requires thebegin delete LAOend deletebegin insert commissionend insert tobegin delete perform various duties with regard to the analysis, impacts, and expected costs of proposed legislation.end deletebegin insert adopt rules establishing minimum standards regarding the recruitment of peace officers. Existing law also requires the commission to develop guidelines and implement courses of instruction regarding racial profiling, handling domestic violence, hate crimes, and human trafficking, among others.end insert

This bill would require thebegin delete Legislative Analyst’s Officeend deletebegin insert commissionend insert to conduct a study of community policing and engagement programs, efforts, strategies, and policies in the state, and to report its findings with regard to the study to the Legislature by December 31, 2017.

The people of the State of California do enact as follows:

SECTION 1.  

(a) Thebegin delete Legislative Analyst’s Office (LAO)end delete
2begin insert Commission on Peace Officer Standards and Trainingend insert shall
3conduct a study to determine the effectiveness of community
4policing and engagement programs, efforts, strategies, and policies
5in the state, including, but not limited to, police activities leagues,
6neighborhood watch, and integrated policing. Thebegin delete LAOend delete
7begin insert Commission on Peace Officer Standards and Trainingend insert shall report
8its findings with regard to the study to the Legislature by December
931, 2017.

10(b) The report required to be submitted pursuant to subdivision
11(a) shall be submitted in compliance with Section 9795 of the
12Government Code.
