The following information is revised to reflect amendments
adopted by the committee on August 27, 2015
Bill
Summary: AB 1342 would require the Commission on Disability
Access (CDA) to establish permanent legislative outreach
coordinator and educational outreach coordinator positions. The
bill would also do the following: (1) require applicants for
certification and renewal of certification as a certified access
specialist (CASp) to provide the State Architect (DSA) with
information about the city or county in which the applicant
provides or intends to provide services, and require the DSA to
post information on each CASp's service area on its website; (2)
require CDA to post a link on its website to DSA's CASp website;
(3) require CDA to make educational materials and information
on disability access requirements available to state agencies
and local building departments; and (4) require a commercial
property owner, for every lease or rental agreement executed on
or after January 1, 2016, to provide the lessee or tenant with a
current disability access inspection certificate and inspection

report, or a copy of the CASp inspection report, as specified,
and indicate on a rental agreement if a premises has not been
issued a current disability access inspection certificate.
Fiscal
Impact:
Ongoing costs of approximately $240,000 annually, beginning in
2016-17, to support the 2 PY of permanent CDA staff positions
established by the bill. (General Fund)
Minor and absorbable costs to the DSA to collect information
on service locations of CASps and posting it on its website.

Author
Amendments:
Delete the $120,000 General Fund appropriation to CDA for
establishing the outreach coordinator positions.
Delete provisions that would permanently extend a $1 fee on
local business licenses that funds state and local activities
related to CASp services.
Revise the date by which a commercial property owner must
include specified information regarding CASp inspections in
lease forms or rental agreements from July 1, 2016 to January
1, 2016.
Specify that prospective lessees and tenants must agree to
keep information in a CASp report confidential, except as
specified.
Make several technical and conforming changes.
