          SUMMARY:


          This bill requires the California State Lottery Commission  
          (Commission) to collect, and make publicly available on the  
          Commission's website, information related to the separate  
          lottery education accounts for each school district and each  
          county superintendent of schools.

          Minor and absorbable costs to the Commission.


          COMMENTS:


          1)Purpose.  According to the author, this bill is intended to  
            provide additional financial detail and transparency with  
            respect to supplemental funding to public education from the  
            California State Lottery.


          2)Current Lottery Education Fund Reports.  Each school district  
            and county superintendent of schools is required to establish  
            a separate account for the receipt and expenditure of lottery  
            funds.  Once a quarter, the lottery sends educational  
            supplement funds to the Controller, who distributes to county  
            treasurers, who in turn distribute to school districts and  
            county offices of education.  The Commission publishes on its  
            website a report compiled from information provided by the  
            Controller summarizing education disbursements by county,  
            reflecting all districts that have ever received funds from  
            the lottery.
