Existing law requires the State Water Resources Control Board to establish uniform statewide recycling criteria for each varying type of use of recycled water where the use involves the protection of public health.
This bill wouldbegin insert authorize onsite treated water from a graywater or rainwater source, as prescribed, to be used for nonpotable uses in residential, commercial, or industrial buildings. The bill wouldend insert require the state board, in consultation with the State Department of Public Health,begin insert the Department of Housing and Community Development,end insert the California Building Standards Commission, and stakeholders, to establishbegin delete water quality standards and distribution, monitoring,end deletebegin insert

Article 8 (commencing with Section 13558) is
2added to Chapter 7 of Division 7 of the Water Code, to read:

11not include any wastewater that includes any water from a toilet,
12sewer, or septic tank unless the state board has established
13additional standards, monitoring, and reporting requirements for
14that water necessary to protect public health and safety and the
15environment.end delete
16(b) Notwithstanding any other law, onsite treated water shall
17be considered the same as recycled water that is
produced on site.
The
(a) (1) Onsite treated water from a graywater or
20rainwater source, as defined in and meeting the requirements of
21Chapters 16 and 17 of the California Plumbing Code, may be used
22for nonpotable uses in residential, commercial, or industrial
23buildings.

(2) A local government may prescribe additional monitoring
25and reporting requirements for the use of onsite treated water from
26a graywater or rainwater source by ordinance.
