An act to amend Section 4620 of the Welfare and Institutions Code, relating to developmental services.

AB 1485, as introduced, Patterson. Developmental services: regional centers.

Existing law, the Lanterman Developmental Disabilities Services Act, requires the State Department of Developmental Services to enter into contracts with private nonprofit corporations to operate regional centers to provide community services and supports for persons with developmental disabilities and their families. Existing law states the intent of the Legislature that the design and activities of regional centers reflect, among other things, a strong commitment to the delivery of direct service coordination to persons with disabilities and their families.

This bill would make technical, nonsubstantive changes to those provisions.

The people of the State of California do enact as follows:

SECTION 1.  

Section 4620 of the Welfare and Institutions Code

4620.  

(a) In order for the state to carry outbegin delete many ofend delete its
4responsibilities as established in this division, the state shall
P2    1contract with appropriate agencies to provide fixed points of
2contact in the community for persons with developmental
3disabilities and their families, to the end that these persons may
4have access to the services and supports best suited to them
5throughout their lifetime. It is the intent of the Legislature in
6enacting this division that the network of regional centers for
7persons with developmental disabilities and their families be
8accessible to every family in need of regional center services. It
9is the further intent of the Legislature that the design and activities
10of regional centers reflect a strong commitment to the delivery of
11direct servicebegin delete coordinationend deletebegin insert coordination,end insert and that all other
12operational expenditures of regional centers are necessary to
13support and enhance the delivery of direct service coordination
14and services and supports identified in individual program plans.

15(b) The Legislature finds that the service provided to individuals
16and their families by regional centers is of such a special and
17unique nature that it cannot be satisfactorily provided by state
18agencies. Therefore, private nonprofit community agencies shall
19be utilized by the state for the purpose of operating regional centers.
