COMMENTS: This bill will modify California's workforce
development program due to the new requirements of the federal
          WIOA.

The federal Workforce Innovation and Opportunity Act (WIOA) was
signed into law in 2014 and generally takes effect July 2015.
Individual State Unified Plans and Common Performance
Accountability provisions take effect July 2016. The federal
WIOA supersedes the Workforce Investment Act of 1998 and amends
the Adult Education and Family Literacy Act, the Wagner-Peyser
Act and the Rehabilitation Act of 1973. Federal WIOA also
authorizes the Job Corps, YouthBuild, Indian and Native
Americans, and Migrant Seasonal Farmworker programs, in addition
          to the core programs.

The new federal WIOA modernizes our workforce development system
bringing together and enhancing several key employment,
education, and training programs. WIOA also seeks to make the
workforce system more comprehensive in its approach to service
