          SUBJECT:  Electrical restructuring


          SUMMARY:  This bill repeals inactive provisions relating to  
          electrical restructuring. 


          EXISTING LAW:  


          Requires the Public Utilities Commission to authorize an  
          electrical corporation meeting specified conditions to implement  
          a rate cap mechanism that includes a fuel price index mechanism.  
           This requirement became inoperative on December 31, 2001.


          FISCAL EFFECT:  None


          COMMENTS:  


           Purpose of this bill:   This bill sunsets provisions in the  
          Public Utilities Code that became inoperative on December 31,  
          2001.
