Existing law creates the State Department of Public Health and requires it to carry out various duties related to public health programs.
This bill would require, beginning January 1, 2016, and until January 1, 2021, the State Department of Public Health to include the federal Centers for Disease Control and Prevention’s Caregiver Module in the annual Behavioral Risk Factor Surveillance System survey, as specified.

The people of the State of California do enact as follows:
The Legislature finds and declares that caregiving
2represents challenges for public health about which too little is
3known. California’s informal caregivers form an integral and
4frequently unrecognized part of the health care system, providing
5billions of dollars’ worth of unpaid care to individuals with
6disabilities and chronic diseases. There are both positive and
P2 1negative health outcomes and experiences associated with
2caregiving.
3Public health staff, agencies, and researchers are working to
4understand caregivers and their health outcomes. They also seek
5to answer questions such as how many caregivers there are in
6California, what types of care they provide, and for how long they
7provide this care. Understanding caregiving across multiple levels
8allows
us to understand the impact of caregiving, plan for services
9and other needs to support caregivers and care recipients, and
10deliver appropriate interventions to caregivers.
Chapter 5 (commencing with Section 103950) is added
12to Part 2 of Division 102 of the Health and Safety Code, to read:

The State Department of Public Health shall include
17the federal Centers for Disease Control and Prevention’s Caregiver
18Module in the annual Behavioral Risk Factor Surveillance System
19survey beginning January 1, 2016, and until January 1, 2021, unless
20another act to extend the survey is enacted before January 1, 2021.
