          DIGEST:   This bill updates various cross references in the  
          California Elections Code to reflect a reorganization of federal  
          laws dealing with elections and makes various technical changes.
          
          ANALYSIS:   Existing law makes numerous references to federal  
          laws related to elections.

          This bill makes nonsubstantive, technical changes to update  
          provisions referencing federal law to reflect a recent  
          reclassification of federal law. 

          Background

          Various provisions of the California Elections Code include  
          cross-references to relevant provisions of federal law related  
          to voting and elections.  Due to the editorial reclassification  
          of federal law, those cross-references can become out of date.   
          This bill updates the cross-references to federal law contained  
          in 40 different sections of the California Elections Code in

          order to conform with the federal reorganization of laws related  
          to elections.






          Comments


          According to the author, last summer, the federal Office of the  
          Law Revision Counsel announced that various provisions of  
          federal law relating to voting and elections would be  
          transferred from titles 2 and 42 of the United States Code to a  
          new title 52.  The Office of Law Revision Counsel, which is  
          responsible for maintaining and publishing the United States  
          Code, reorganized these provisions pursuant to an "editorial  
          reclassification" under which provisions of law are relocated  
          from one place to another in the Code without substantive change
