An act relating to greenhouse gases.

AB 1555, as introduced, Gomez. Greenhouse Gas Reduction Fund.

The California Global Warming Solutions Act of 2006 designates the State Air Resources Board as the state agency charged with monitoring and regulating sources of emissions of greenhouse gases. The state board is required to adopt a statewide greenhouse gas emissions limit equivalent to the statewide greenhouse gas emissions level in 1990 to be achieved by 2020. The act authorizes the state board to include the use of market-based compliance mechanisms. Existing law requires all moneys, except for fines and penalties, collected by the state board from the auction or sale of allowances as part of a market-based compliance mechanism to be deposited in the Greenhouse Gas Reduction Fund and to be available upon appropriation.

This bill would state the intent of the Legislature to enact future legislation that would appropriate $1,700,000,000 from the Greenhouse Gas Reduction Fund for the 2015-16 fiscal year that would be allocated to different entities in amounts to be determined in the future legislation for purposes including low carbon transportation and infrastructure, clean energy communities, and community climate improvements, wetland and watershed restoration, and carbon sequestration.

The people of the State of California do enact as follows:

SECTION 1.  

It is the intent of the Legislature to enact future
2legislation that would appropriate one billion seven hundred million
3dollars ($1,700,000,000) from the Greenhouse Gas Reduction
4Fund, created pursuant to Section 16428.8 of the Government
5Code, to be allocated, in amounts to be determined in that future
6legislation as follows:

7(a) For low carbon transportation and infrastructure, as follows:

8(1) The amount of ____ dollars ($____) to the California Air
9Resources Board for low carbon transportation and infrastructure
10programs.

11(2) The amount of ____ dollars ($____) for Active
12Transportation and transit pass investments.

13(b) For clean energy communities, as follows:

14(1) The amount of ____ dollars ($____) to the Community
15Service Department and the California Conservation Corps for
16weatherization and low-income solar rooftop programs, with at
17least ____ dollars ($____) of those moneys for integrated
18solarization and weatherization programs or projects in
19disadvantaged communities.

20(2) The amount of ____ dollars ($____) to the California Energy
21Commission and the Department of Water Resources for
22replacement programs, including turf and toilet replacement.

23(3) The amount of ____ dollars ($____) to the Department of
24Water Resources for energy efficient ground water pump
25replacement grant programs.

26(4) The amount of ____ dollars ($____) to develop low-carbon
27microgrids for public buildings and universities.

28(5) The amount of ____ dollars ($____) to the Department of
29Food and Agriculture, and the amount of ____ dollars ($____) to
30CalRecycle, to provide incentive programs for waste diversion,
31biogas development, and compost programs, including grants to
32agriculture and urban waste organic diversion facilities.

33(6) The amount of ____ dollars ($____) to the Department of
34Food and Agriculture for on-farm energy and water efficiency
35programs.

36(c) For community climate improvements, wetland and
37watershed restoration, and carbon sequestration, as follows:

15Forestry and Fire Protection for urban forestry.
