The following information is revised to reflect amendments
adopted by the committee on August 11, 2016
Bill
Summary: AB 1584 would reinstate the annual California
Necessities Index (CNI) cost-of-living adjustment (COLA) for the
Supplemental Security Income/State Supplementary Payment
(SSI/SSP) Program effective January 1 of each year after the
2017 calendar year.
Fiscal
Impact:
Estimated costs to the Department of Social Services (DSS) of
$75-100 million for fiscal year 2017-18 and ongoing costs of
$150-200 million per year to apply a COLA to the SSI/SSP
grant. These estimates assume the COLA would raise the grant

by a CNI of 3.62%.
Author
Amendments:
Strikes language to require the maximum SSI/SSP aid payments
to be indexed to the federal poverty level.
Prohibits a COLA for SSI/SSP from calendar year 2011 through
calendar year 2017, inclusive, unless specified by statute.
Requires the pass along of federal benefits in any year where
no COLA is made.
