          SUMMARY:  Enacts statutory changes related to transportation  
          necessary to implement the 2016-17 Budget Act.  




          The Senate amendments delete the Assembly version of this bill,  
          and instead:
          1)Maintains, for three years, the State Transit Assistance  
            program allocation methodology that existed prior to a change  
            in interpretation by the State Controller.

          2)Requires the Department of Motor Vehicles to pilot and  
            evaluate a process to register votes in a process that ensures  
            voters fully complete the registration form. 


          3)Increases the vehicle registration fee by $10 per vehicle.


          4)Includes provisions to clarify that to the extent Traffic  
            Congestion Relief Fund loans are repaid earlier with General  
            Fund instead of tribal gaming revenue, the tribal gaming will  
            be transferred to the General Fund.


          5)Conforms to current federal law requiring that motorist over  
            age 62 seeks driver's license renewals every eight years,  
            rather than every 10.  Also makes technical changes to vehicle  
            code to reference federal REAL ID where appropriate.


          6)Aligns California's motor carrier identification license  
            issuance process to federal law by requiring a motor carrier  
            first apply for a United States Department of Transportation  
            number before obtaining a California carrier identification  
            number.


          7)Includes findings and declarations related to Green and White  
            stickers.


          8)Appropriates $3.9 million to implement the New Motor Voter  
            program.


          COMMENTS:  This transportation trailer bill contains provisions  
          agreed to as part of the 2016-17 budget package.
