An act to amend the Budget Act of 2016 (Chapter 23 of the Statutes of 2016) by adding Items 0509-101-3228, 0540-101-3228, 0650-101-3228, 2660-101-3228, 3340-001-3228,begin insert 3360-101-3228,end insert 3540-101-3228, 3600-101-3228, 3900-101-3228, 4700-101-3228, 6440-101-3228, 6610-101-3228, and 8570-101-3228 to Section 2.00 of, and amending Section 39.00 of, that act, relating to the state budget, and making an appropriation therefor, to take effect immediately, budget bill.

The Budget Act of 2016 made appropriations for the support of state government for the 2016-17 fiscal year.

This bill would amend the Budget Act of 2016 by adding items of appropriation from the Greenhouse Gas Reduction Fund and making other changes.

This bill would become operative only if AB 1629 of thebegin delete 2015-16end deletebegin insert 2015-16end insert Regular Session is enacted and becomes operative.

This bill would declare that it is to take effect immediately as a Budget Bill.

   (2)$55,000,000 shall be used, in coordination with the Department of Food and Agriculture, for methane emissions reductions from dairy and livestock operations. 
   (3)$5,000,000 shall be used for black carbon woodsmoke programs. 
  (b)The State Air Resources Board, Department of Resources Recycling and Recovery, and Department of Food and Agriculture shall require each recipient of a grant or loan for methane emissions reductions to enter into an agreement for the grant or loan in order to ensure that the recipient’s project or practice for methane emissions reduction results in permanent, quantifiable, enforceable, and additional methane emissions reduction. If a project or practice does not satisfy these requirements, the board shall require the recipient to reimburse the state for the grant or loan funds received, in whole or in part, as determined by the board.begin insert Funds identified in this provision shall not be expended for a project that is located in a disadvantaged community as described in Section 39711 of the Health and Safety Code.end insert
