   An act to amend the Budget Act of 2016 (Chapter 23 of the Statutes
of 2016) by adding Items 0509-101-3228, 0540-101-3228,
0650-101-3228, 2660-101-3228, 3340-001-3228,  3360-101-3228,
 3540-101-3228, 3600-101-3228, 3900-101-3228, 4700-101-3228,
6440-101-3228, 6610-101-3228, and 8570-101-3228 to Section 2.00 of,
and amending Section 39.00 of, that act, relating to the state
budget, and making an appropriation therefor, to take effect
immediately, budget bill.



	LEGISLATIVE COUNSEL'S DIGEST


   AB 1613, as amended, Committee on Budget. Budget Act of 2016.
   The Budget Act of 2016 made appropriations for the support of
state government for the 2016-17 fiscal year.
   This bill would amend the Budget Act of 2016 by adding items of
appropriation from the Greenhouse Gas Reduction Fund and making other
changes.
   This bill would become operative only if AB 1629 of the 
2015-16   2015-16  Regular Session is enacted and
becomes operative.
   This bill would declare that it is to take effect immediately as a
Budget Bill.
   Vote: majority. Appropriation: yes. Fiscal committee: yes.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Item 0509-101-3228 is added to Section 2.00 of the
Budget Act of 2016, to read:
0509-101-3228--For support of Governor's
Office of Business and Economic Development
(GO-Biz), payable from the Greenhouse Gas     50,000,00
Reduction Fund ..............................         0
      Provisions:
      1.      The funds provided in this item
              shall be used for loans that
              leverage private investments in
              energy efficiency and renewable
              energy projects in public
              buildings.


  SEC. 2.  Item 0540-101-3228 is added to Section 2.00 of the Budget
Act of 2016, to read:
0540-101-3228--For support of Secretary of
the Natural Resources Agency, payable from    100,000,0
the Greenhouse Gas Reduction Fund ...........        00
      Provisions:
      1.      The funds appropriated in this
              item shall be used for urban
              greening programs.


  SEC. 3.  Item 0650-101-3228 is added to Section 2.00 of the Budget
Act of 2016, to read:

      1.      Of the funds appropriated in

               be appropriated only if Senate 
               Bill 32 of the 2015-16 Regular

              available for healthy forest
              programs including fuels
              treatment, pest and diseased
              tree removal, and long-term
              protection of forested lands.

              available for urban forestry
              programs.

Resources Board, payable from the Greenhouse    500,000,

      1.     Of the amount appropriated in this
             item, $100,000,000 shall be used
             for the Clean Vehicle Rebate
             Project, $150,000,000 shall be
             used for the Enhanced Fleet
             Modernization Program  ,   and
 Plus-Up
             Pilot Project, and  $150,000,000  
other light- 
              duty equity pilot projects 
              authorized pursuant to Chapter 530 
              of the Statutes of 2014 (SB 1275), 
              and $150,000,000  shall be used for 
heavy duty
              heavy duty  vehicles and off-road
 equipment 
              equipment  investments.
      2.     Of the amount appropriated in this
             item, $100,000,000 shall be used
             for grants or loans to reduce
             short-lived climate pollutants
             pursuant to Section 39730 of the
             Health and Safety Code and in
             accordance with the following:
             (a)    (1)    $40,000,000 shall be
                           used, in
                           coordination with
                           the Department of
                           Resources Recycling
                           and Recovery, for
                           methane emissions
                           reductions from
                           landfills.
                    (2)    $55,000,000 shall be
                           used, in
                           coordination with
                           the Department of
                           Food and
                           Agriculture, for
                           methane emissions
                           reductions from
                           dairy and livestock
                           operations.
                    (3)    $5,000,000 shall be
                           used for black
                           carbon woodsmoke
                           programs.
             (b)    The State Air Resources
                    Board,     Department of
                    Resources Recycling and
                    Recovery, and Department of
                    Food and Agriculture shall
                    require each recipient of a
                    grant or loan for methane
                    emissions reductions to
                    enter into an agreement for
                    the grant or loan in order
                    to ensure that the
                    recipient's project or
                    practice for methane
                    emissions reduction results
                    in permanent, quantifiable,
                    enforceable, and additional
                    methane emissions
                    reduction. If a project or
                    practice does not satisfy
                    these requirements, the
                    board shall require the
                    recipient to reimburse the
                    state for the grant or loan
                    funds received, in whole or
                    in part, as determined by
                    the board.                 
Funds 
 identified 
                     in this provision shall not 
                     be expended for a project 
                     that is located in a 
                     disadvantaged community as 
                     described in Section 39711 
                     of the Health and Safety 
                     Code. 


   SEC. 9.   SEC. 10.   Item 4700-101-3228
is added to Section 2.00 of the Budget Act of 2016, to read:
4700-101-3228--For support of Department of
Community Services and Development, payable   100,000,0
from the Greenhouse Gas Reduction Fund ......        00
      Provisions:
      1.      The funds appropriated in this
              item shall be available for
              energy efficiency upgrades and
              weatherization programs.


  SEC. 10.   SEC. 11.   Item 6440-101-3228
is added to Section 2.00 of the Budget Act of 2016, to read:

California, payable from the Greenhouse Gas
Reduction Fund ................................  5,000,000
     Provisions:
     1.  The funds appropriated in this item
         shall be available for renewable
         energy and energy efficiency projects.


   SEC. 11.   SEC. 12.   Item 6610-101-3228
is added to Section 2.00 of the Budget Act of 2016, to read:
6610-101-3228--For support of California State
University, payable from the Greenhouse Gas
Reduction Fund ................................  5,000,000
     Provisions:
     1.  The funds appropriated in this item
         shall be available for renewable
         energy and energy efficiency projects.


   SEC. 12.   SEC. 13.   Item 8570-101-3228
is added to Section 2.00 of the Budget Act of 2016, to read:
8570-101-3228--For support of Department of
Food and Agriculture, payable from the        35,000,00
Greenhouse Gas Reduction Fund ...............         0
      Provisions:
      1.      Of the amount appropriated in
              this item, $15,000,000 shall be
              available for the State Water
              Efficiency and Enhancement
              Program.
      2.      Of the amount appropriated in
              this item, $20,000,000 shall be
              available for the Healthy Soils
               Initiative including no till 
               Program, including no till and 
               and  compost applications.  This

               provision shall become 
               operative only if Senate Bill 
               1350 of the 2015-16 Regular 
               Session is enacted and becomes 
               operative. 


   SEC. 13.   SEC. 14.   Section 39.00 of
the Budget Act of 2016 is amended to read:
  SEC. 39.00.  The Legislature hereby finds and declares that the

become operative only if Assembly Bill 1629 of the 2015-16 Regular
Session is enacted and becomes operative.
   SEC. 15.   SEC.   16.   This
act is a Budget Bill within the meaning of subdivision (e) of Section
12 of Article IV of the California Constitution and shall take
effect immediately.
