The Budget Act of 2016 made appropriations for the support of state government for the 2016-17 fiscal year.
This bill would amend the Budget Act of 2016 by adding items of appropriation from the Greenhouse Gas Reduction Fund and making other changes.
This bill would become operative only if AB 1629 of the 2015-16 Regular Session is enacted and becomes operative.
This bill would declare that it is to take effect immediately as a Budget Bill.

1. | Of the amount appropriated in this item, $100,000,000 shall be used for the Clean Vehicle Rebate Project, $150,000,000 shall be used for the Enhanced Fleet Modernization Program, Plus-Up Pilot Project, and other light-duty equity pilot projects authorized pursuant to Chapter 530 of the Statutes of 2014 (SB 1275), and $150,000,000 shall be used for heavy duty vehicles and off-road equipment investments. |
2. | Of the amount appropriated in this item, $100,000,000 shall be used for grants or loans to reduce short-lived climate pollutants pursuant to Section 39730 of the Health and Safety Code and in accordance with the following: |
(a) | (1) | $40,000,000 shall be used, in coordination with the Department of Resources Recycling and Recovery, for methane emissions reductions from landfills. |
(2) | $55,000,000 shall be used, in coordination with the Department of Food and Agriculture, for methane emissions reductions from dairy and livestock operations. |
(3) | $5,000,000 shall be used for black carbon woodsmoke programs. |
(b) | The State Air Resources Board, Department of Resources Recycling and Recovery, and Department of Food and Agriculture shall require each recipient of a grant or loan for methane emissions reductions to enter into an agreement for the grant or loan in order to ensure that the recipient’s project or practice for methane emissions reduction results in permanent, quantifiable, enforceable, and additional methane emissions reduction. If a project or practice does not satisfy these requirements, the board shall require the recipient to reimburse the state for the grant or loan funds received, in whole or in part, as determined by the board. |
