           SUBJECT:   Budget Act of 2016

          DIGEST:  This bill provides appropriation of $1.2 billion from  
          the Greenhouse Gas Emission Reduction Fund related to the  
          cap-and-trade program, and actions adopted as part of the  
          2016-17 Budget package.


          ANALYSIS:  This bill includes the following key changes:


           1) Energy and Environmental Needs Center. Provides $50 million  
             for loans and to leverage private investments in energy  
             efficiency and renewable energy projects in public buildings.


           2) Urban Greening. Provides $100 million for urban greening  
             projects.


           3) Transformative Communities. Provides $175 million,  
             contingent upon the enactment of SB 32, for transformative

             climate communities.


           4) Disadvantaged Communities. Provides $5 million for outreach  
             to disadvantaged communities.


           5) Transit and Intercity Rail. Provides $100 million for the  
             Transit and Intercity Rail Capital Program at the Department  
             of Transportation.


           6) Active Transportation. Provides $5 million for the Active  
             Transportation Program.


           7) Biosolids. Provides $5 million for biosolids investments  
             through the California Energy Commission.


           8) Healthy Forests. Provides $20 million for healthy forest  
             programs, including fuels treatment, pest and diseased tree  
             removal, and long-term protection of forested lands.


           9) Urban Forestry. Provides $30 million for urban forestry  
             programs.


           10)Wetlands and Watersheds. Provides $30 million for wetland,  
             desert, and watershed restoration programs. Funds in this  
             category may not be used for the EcoRestore Program.


           11)Vehicle Emissions Reduction Programs. Provides $100 million  
             for the Clean Vehicle Rebate Program; $150 million for the  
             Enhanced Fleet Modernization Program Plus-Up Pilot Project  
             and other specified light-duty equity pilot projects; and,  
             $150 million for heavy duty vehicles and off-road equipment  
             investments.


           12)Short-Lived Climate Programs. Provides $100 million to the  
             Air Resources Board for grants or loans to reduce short-lived

             climate pollutants, of which $40 million is for methane  
             emission reductions from landfills in coordination with the  
             Department of Resources Recycling and Recovery, $55 million  
             for methane emission reductions from dairy and livestock  
             programs, and $5 million for black carbon woodsmoke programs.


           13)Energy Efficiency and Weatherization. Provides $100 million  
             to the Department of Community Services and Development for  
             energy efficiency upgrades and weatherization programs.


           14)Higher Education. Provides $5 million, each, to the  
             University of California and California State University for  
             renewable energy and energy efficiency projects.


           15)Water Efficiency. Provides $15 million for the State Water  
             Efficiency and Enhancement Program. 


           16)Healthy Soils. Provides $20 million for the Healthy Soils  
             Program, operative only if SB 1350 (Wolk) is enacted.
