DIGEST: This bill makes statutory changes necessary to enact
the public safety provisions of the Budget Act of 2016.
ANALYSIS: This bill includes the following key changes:
1)Community Infrastructure Grants. Creates a grant program
through the California Health Facilities Financing Authority
to provide infrastructure funding for counties to increase
community-based mental health treatment, substance use
disorder treatment, and victim recovery services.
2)Extended Family Visits. Expands extended family visits to
include inmates serving life terms, who would otherwise be

eligible for extended visits.
3)Substance Use Disorder Treatment Pilot Project. Creates a
medical model substance use disorder treatment pilot project
within the California Department of Corrections and
Rehabilitation.
4)Community Reentry. Expands the time an inmate can be housed in
a community reentry facility from 120 days to up to one year.
5)Law Enforcement Assisted Diversion Pilot Project. Creates a
three-jurisdiction diversion pilot project within the Board of
State and Community Corrections. The purpose of the program is
to improve public safety and reduce recidivism by increasing
the availability and use of social service resources while
reducing costs to law enforcement agencies and courts stemming
from repeated incarceration.
6)Chair of the Commission on Peace Officer Standards and
Training. Requires the Governor to designate a chair of the
commission from among its members. In addition, states that
the chair serves at the pleasure of the Governor.
7)Board of State and Community Corrections Executive Steering
Committees. Clarifies that neither governmental entities or
non-governmental entities serving on executive steering
committees are exempt from conflict of interest laws, with the
exception of governmental entities serving on a committee
created with the primary purpose of administering grant
funding from the Edward Byrne Memorial Justice Assistance
Grant Program or a committee created by the board pursuant to
Section 6046.3 of the Penal Code relating to Proposition 47.
8)Sargent Shriver Act. Eliminates the sunset provisions related
to the Sargent Shriver Act.
9)Peremptory Challenges. Reduces the number of peremptory

challenges for misdemeanor jury trials from ten to six, as of
January 1, 2017. Requires a report to the Legislature on the
effect of the reduction by January 1, 2020. Sunsets the
reduction as of January 1, 2021.
