An act relating to the payment of claims against the state,begin insert making an appropriation therefor,end insert and declaring the urgency thereof, to take effect immediately.

This bill would state the intent of the Legislature to appropriate funds for the payment of claims against the state, as presented by the Attorney General, and to have any appropriated funds in excess of the amount required to pay those claims revert to the General Fund.

This bill would appropriate funds from the General Fund for the payment of specific claims against the state and require any appropriated funds in excess of the amount required to pay those claims to revert to the General Fund.

The people of the State of California do enact as follows:

SECTION 1.  

The Legislature intends to appropriate funds for
2the payment of claims against the state presented by the Attorney
3General. Any funds appropriated in excess of the amounts actually
4required for the payment of a claim shall revert to the General
5Fund on June 30 of the fiscal year in which the payment is made.

The sum of ten million five hundred fifty-one
7thousand eighty-eight dollars ($10,551,088) is hereby appropriated
8from the General Fund to be allocated in accordance with the
9following schedule:

(a) The sum of three hundred eighty-seven thousand eighty-eight
11dollars ($387,088) is hereby appropriated to the Department of
12Justice to pay the judgment in Pacific Merchant Shipping
13Association v. The Board of Pilot Commissioners for the Bays of
14San Francisco, et al. (Superior Court of California, County of San
15Francisco, Case No. CPF-12 512320). Any funds appropriated in
16excess of the amounts required for the payment of this claim shall
17revert to the General Fund.

(b) The sum of ten million one hundred sixty-four thousand
19dollars ($10,164,000) is hereby appropriated to the Department
20of Justice to pay the settlement in Ruelas, et al. v. State of
21California, et al. (San Bernardino Superior Court, Case No.
22RCVRS083017). Any funds appropriated in excess of the amounts
23required for the payment of this claim shall revert to the General
24Fund.

SEC. 2.  

This act is an urgency statute necessary for the
26immediate preservation of the public peace, health, or safety within
27the meaning of Article IV of the Constitution and shall go into
28immediate effect. The facts constituting the necessity are:
