An act to amend Section 44270.3 of the Health and Safety Code, relating to vehicular air pollution.

LEGISLATIVE COUNSEL’S DIGEST

AB 1717, as introduced, Hadley. California Alternative and Renewable Fuel, Vehicle Technology, Clean Air, and Carbon Reduction Act of 2007.

Existing law establishes the California Alternative and Renewable Fuel, Vehicle Technology, Clean Air, and Carbon Reduction Act of 2007, which includes the Alternative and Renewable Fuel and Vehicle Technology Program and the Air Quality Improvement Program. Existing law defines specified terms for purposes of the act.

This bill would make nonsubstantive changes to those definitions.

The people of the State of California do enact as follows:

SECTION 1.  

Section 44270.3 of the Health and Safety Code

44270.3.  

Forbegin delete theend delete purposes of this chapter, the following terms
4have the following meanings:

5(a) “Benefit-cost score,” for the Alternative and Renewable Fuel
6and Vehicle Technology Program created pursuant to Section
744272, means a project’s expected or potential greenhouse gas
P2    1emissions reduction per dollar awarded by the commission to the
2project from the Alternative and Renewable Fuel and Vehicle
3Technology Fund.

4(b) “Commission” means the State Energy Resources
5Conservation and Development Commission.

6(c) “Full fuel-cycle assessment” or “life-cycle assessment”
7means evaluating and comparing the full environmental and health
8impacts of each step in the life cycle of a fuel, including, but not
9limited to, all of the following:

10(1) Feedstock production, extraction, cultivation, transport, and
11storage, and the transportation and use of water and changes in
12land use and land cover therein.

13(2) Fuel production, manufacture, distribution, marketing,
14transport, and storage, and the transportation and use of water
15therein.

16(3) Vehicle operation, including refueling, combustion,
17conversion, permeation, and evaporation.

18(d) “Vehicle technology” means any vehicle, boat, off-road
19equipment, or locomotive, or component thereof, including its
20engine, propulsion system, transmission, or construction materials.

21(e) For purposes of the Air Quality Improvement Program
22created pursuant to Section 44274, the following terms have the
23following meanings:

24(1) “Benefit-cost score” means the reasonably expected or
25potential criteria pollutant emission reductions achieved per dollar
26awarded by thebegin insert stateend insert board for the project.

27(2) “Project” means a category of investments identified for
28potential funding by thebegin insert stateend insert board, including, but not limited to,
29competitive grants, revolving loans, loan guarantees, loans,
30vouchers, rebates, and other appropriate funding measures for
31specific vehicles, equipment, technologies, or initiatives authorized
32by Section 44274.
